Our group went there for dinner and we did not have a reservation, but we were able to secure a table right away. It was a little bit of a self service scenario we had to clear the table ourselves, got the menu from the...service table, and had to go the ground floor twice to request for a wait staff to take our orders. You can also consume dishes and drinks at the counter of the establishment, and there is a eating area with chairs/tables. If the weather are right, you can also be served outside.
