Find it just beyond the 1km. sign for the Italian border on the left in Garavan. Another name seems to be Le Coin Gourmand. It is not easy to find a really cheap meal in Menton. This is the exception. Lunchtime offers start at 5 euros for a kebab sandwich, chips and a soft drink. I had a very good pizza for 8.50. Being from Nice, I really thought this restaurant was kinda touristy and always avoided it.
