The staff knows how to speak a little english and they are very accomodating. There are strict rules like no carrying of the cats. Nevertheless, I like the ambience and the cats were adorable. There was unli drinks but the drinks were not good, and the rating is expensive. The cafe costs 550 yen in the first 10 mins and 200 yen for every succeeding 10 minutes.
