Quaglino is one of my favorite restaurants in London, but it's not a place for an afternoon tea. The environment is too dark and sinuous; although the food and the selection of tea were indisputably excellent. Quaglinos need to create another tea-like atmosphere with better, bright lighting to make tea there a real experience as it is in Fortnum the middle end of the high-Tea spectrum) and The Ritz the top.
