found it in november 2014. tricky to find. only one sign on the 2nd road up. (just south of central festival) right north of the sign is a wide ramp. go up the ramp and up the stairs. looks like they're going to an office building. once to the left is glass window and door that leads to a sales point. the restaurant is located at the back. saw himself. was the only one there.
