What User doesn't like about Pho 88:
Their "raw beef" noodles are a bit disappointing, because the beef was overcooked . The (authentic )way it is supposed to be cooked is let the slice of raw beef simmer in the hot soup so that the meat is tender. However, the beef was over cooked in all four bowls ordered. A group of us discovered this place while exploring downtown PR. It was fantastic! My friend looked at the bowl of pho at the next table and said that must be a large, but in fact it was a small!
