Excepted for the small space, the atmosphere is nice. And the food is great! Best food in the area, maybe the best pho on the island.

The food was terrible, the beef was old and had a funny smell to it, I returned my meal and when I got home, I noticed a very large woman's black hair...
Outstanding PHO and chicken wings. Highly recommend to friends and family.

"Having high tea at the Empress is an occasion rather than a meal. The decor, atmosphere and service are excellent. This is an experience to remember. The attention to detail is remarkable. The serving staff are perfect. For the food, we were given each: one scone with jam and/or clotted cream, 4 finger sandwiches plus a mini quiche, and an assortment of exquisite little desserts, from macaron to a confection of chocolate mousse, raspberry mousse, nougat and chocolate shell. The tea is excellent as well. I'm not a huge tea drinker, but I drank several cups of tea with no sweetener. It was delicious. If you visit Victoria, you have to have tea at the Empress. The view is terrific as well."

"We have been customers since it opened, but since the owners have not been in charge of customer service, rudeness has crept in- for instance, on our last visit a staff member openly complained about having to open the chiller to sell us some cake near the close of business! Unbelievable attitude! Then we were charged $5 for a piece of cake! there is no price list for cake or baked goods which is unacceptable. Very disappointing!"
