I go in and tell the host I'm waiting for my friend and I sit down and I'm waiting for a waiter and no one comes by to give me a menu or ask if I want a drink for around 15 min. Then I turn to the table behind and ask how things work here. It seemed that the manager ? was sitting behind me and he immediately got me set up and even gave me a free drink.
