Best Phillipino food on the Island. The chicken adobo is delicious and the empanada are great too. Very clean and the owners are very friendly everytime we go in. Will definitely be back again soon. View all feedback.

Adobo was good, beef stew was bland, spring rolls were salty, pancit was mediocre but was a lot better day two.

"Having high tea at the Empress is an occasion rather than a meal. The decor, atmosphere and service are excellent. This is an experience to remember. The attention to detail is remarkable. The serving staff are perfect. For the food, we were given each: one scone with jam and/or clotted cream, 4 finger sandwiches plus a mini quiche, and an assortment of exquisite little desserts, from macaron to a confection of chocolate mousse, raspberry mousse, nougat and chocolate shell. The tea is excellent as well. I'm not a huge tea drinker, but I drank several cups of tea with no sweetener. It was delicious. If you visit Victoria, you have to have tea at the Empress. The view is terrific as well."
